Next Stage of Upgrades at The Green in Carseldine Village Set to Begin in November

As the Carseldine Village project continues to progress, residents have been advised of upcoming civil works at The Green that will involve the removal of several trees and upgrades to drainage infrastructure.

Economic Development Queensland (EDQ) announced on 29 September 2025 that drainage rectification works would take place from early November through to early December. The works are designed to improve drainage functionality and safety within the precinct.

Most of the works will focus on the stand of trees immediately south of the children’s playground, where an upgraded underground drainage line will connect to existing infrastructure in the eastern carpark.

To carry out the project, EDQ, in consultation with BCC, will remove ten trees to enable the drainage works and a further eleven trees at the council’s request due to safety and maintenance concerns. One additional tree on the western pathway connection near Rockpool will also be removed for safety. Of the eight mature trees providing shade near the playground, three will be lost while five will remain.

EDQ said exclusion zones would be set up during the works and that the playground and sports fields were not expected to close, though the situation would be monitored.

These drainage upgrades form part of the wider civil infrastructure build-out at Carseldine Village, a masterplanned residential and mixed-use community being developed by EDQ on the site of the former QUT campus. The precinct has an approved masterplan for up to 606 dwellings, including net-zero energy terrace homes, along with retail, commercial and open spaces.

On completion, Carseldine Village will feature a mix of housing options, a retail hub, and over 18 hectares of bushland and green open space. The project has also retained 75 per cent of existing bushland, and the Cabbage Tree Creek area, known as The Sanctuary, has undergone rehabilitation with more than 20,000 new plants and 228 nesting boxes installed in previous years.

The Village Heart precinct, located at the corner of Beams Road and Plaza Place, is now taking shape. Stage 1 retail construction is underway, with most of the space pre-leased to businesses including IGA, a medical centre, a swim school, and a fitness centre. Stage 2 of the Village Heart, approved in April 2025, will deliver a residential building of 70 apartments above ground-floor retail, designed by Architectus and Conrad Gargett.

Recent plan changes increased the number of build-to-sell apartments in Stage 2 and reduced the proportion of affordable housing.

Beyond market housing, Queensland has supported the delivery of social and affordable housing within the village. A development of 152 apartments, led by St George Community Housing and operated by Bric Housing, began construction in mid-2025, with completion expected between mid- and late 2027.

For residents and local stakeholders, the upcoming tree removals may be disappointing, but EDQ said the drainage design had been refined with BCC to minimise tree loss wherever possible. The works are regarded as essential to improve long-term drainage and safety across The Green.

Village Heart Retail and Apartments Progress in Carseldine

A major retail and residential development in Carseldine is progressing, with the Village Heart precinct now partially pre-leased and Stage 2 approved for construction.



Retail Hub Gains Momentum in Carseldine

The Village Heart project in Carseldine is advancing, with its first stage under construction and 75 per cent of retail space now pre-leased. The development, led by Deluca Corporation, is located on the site of the former QUT campus at 502 Beams Road.

Confirmed tenants for the retail centre include a supermarket, fitness centre, swim school, medical services, and liquor retail. These include IGA, Bottlemart, Jetts Fitness, Aquatic Achievers, Carseldine Medical Centre, and Dental on Beams. Once complete, the centre is expected to support 140 ongoing jobs.

Construction began in late 2024, with completion of Stage 1 scheduled for 2026. The centre has been designed with sustainability in mind, incorporating energy-efficient features such as LED lighting, passive solar orientation, landscaped communal areas, and is targeting a 5-Star Green Star rating.

Residential Stage Approved

Stage 2 of the project has received development approval, allowing for the construction of a new eight-storey apartment building on the corner of Beams Road and Plaza Parade. The building will include 70 two-bedroom apartments and ground-floor retail.

The project design by Architectus and Conrad Gargett includes larger balconies and a communal rooftop area. Recent changes to the plans have increased the number of build-to-sell apartments while reducing the share of affordable housing.

Background to the Carseldine Village

The Village Heart forms part of Economic Development Queensland’s 15-hectare Carseldine Village precinct. Planning for the broader community began in 2009.

The precinct is set to deliver 606 net-zero homes, an aged care facility, childcare services, bushland, playgrounds, and sporting fields. The former university buildings have been retained on-site.

Deluca Corporation was appointed to lead the project based on its track record in commercial and sustainable development.

Next Phase in Planning



A third stage, involving further residential construction, is anticipated to proceed in the coming year. Meanwhile, the retail hub remains on track for its expected opening in early 2026.

Stage 2 of Carseldine’s Village Heart Approved, Adds 70 Apartments

A new eight-storey apartment building has been approved for Carseldine, bringing fresh momentum to the growing Village Heart precinct in Brisbane’s north.

The development, to be built at the corner of Beams Road and Plaza Parade, will add 70 apartments above ground-floor retail, further expanding a masterplanned community transforming the site of the former QUT campus.

Designed by Architectus and Conrad Gargett, the building will feature a mix of two-bedroom apartments, each with enlarged balconies, and a rooftop communal space redesigned to better suit future residents. The revised plans—lodged in September—reflect a shift towards more build-to-sell properties, reducing the number of affordable housing units originally proposed.

The project is being delivered by builder-developer Deluca Corporation as Stage 2 of its Village Heart development. Deluca previously secured approval for a $200 million retail centre on the site, with over 75 per cent of tenancies pre-committed shortly after. The newly approved apartment building follows that success and is expected to begin construction soon, with a third residential stage anticipated to commence next year.

Located adjacent to Carseldine Railway Station, the Village Heart sits within Economic Development Queensland’s (EDQ) broader 15-hectare Carseldine Village precinct. The precinct has been in development since 2009 and is designed to integrate a mix of housing, aged care, childcare, bushland, and community amenities. Once complete, the precinct will deliver 606 net-zero homes and a variety of green spaces including sports fields and playgrounds.

While the former university buildings on site have been retained for now, new life is being steadily breathed into the area through considered urban renewal.

Plans Released for Major Housing and Retail Development in Carseldine

Residents of Carseldine could witness a significant transformation as plans for a new housing development and community hub have been released.

The project, part of the broader Carseldine Village initiative, promises to bring 152 new dwellings along with a retail and commercial “Village Heart” to the area.

The development application for this ambitious project has been lodged with Economic Development Queensland (EDQ) by St George Community Housing Ltd (SGCH), marking their first venture into Queensland.

This $87 million undertaking, situated within the Fitzgibbon Priority Development Area (PDA), is poised to make a substantial impact on both the local housing market and economy.

Construction is slated to commence in early 2025, generating approximately 200 jobs for the region. Upon completion, expected towards the end of 2026, the housing component will be operated by Bric Housing, a leading community housing provider in South East Queensland.

Designed by DKO Architecture, the proposed multiple dwellings are a crucial element of the larger 15-hectare Carseldine Village development being orchestrated by EDQ. When fully realised in 2028, this 5-Star Green Star community will boast over 600 dwellings, significantly boosting the suburb’s residential capacity and sustainability credentials.

Joe Achmar, Acting Group CEO of SGCH, expressed enthusiasm about the project, stating, “The housing crisis transcends borders, and we are committed to delivering more homes for the most vulnerable in our communities.” He emphasised the unique partnership between SGCH and Bric Housing, highlighting their complementary strengths and shared vision for increasing sector capacity nationwide.

Jane West, CEO of Bric Housing, echoed this sentiment, adding, “Providing good quality social and affordable housing is vital to ensuring that people have a safe and affordable place to call home.” She noted that this project would add to the hundreds of homes already managed by Bric Housing in the Greater Brisbane area.

First Slabs Completed at Carseldine Village Terrace Homes

Construction works on Carseldine Village, a 100% solar-powered residential and aged care development in north Brisbane, have begun.



Deputy Premier and Minister for State Development Steven Miles visited the construction site with the home buyers in the last week of May 2021, setting off some excitement for the project’s eventual completion.

“It’s exciting to see the first slabs completed as we build more innovative and affordable homes for Queenslanders,” the minister said. “This will support around 60 construction jobs for the first 53 terrace homes in Stage 1, with more stages and more jobs to come.” 

Future Carseldine Village homeowners Aldridge and Miranda Joseph said that they are delighted to see their house taking shape.

“It’s one thing to see the house and land on paper, but another to be able to see it being built,” Aldridge said. “Our daughter bought a home in Fitzgibbon Chase, a previous Economic Development Queensland project, so Carseldine Village sparked our interest.”

Carseldine Village is one of Queensland’s pioneering zero energy emission residential developments, which means that the homeowners will be able to save a lot on their power bills. It’s been estimated that residents could shave off $1,600 a year on their electricity.

Carseldine Village Terrace Homes Will be 100% Solar Powered

Carseldine Village, the ongoing residential development on Beams Road, will be using 100 percent solar power, enabling the homeowners to cut down on their electricity expenses. 



The State Government recently announced that the terrace homes development will be “zero net energy emission homes” and will greatly help Queensland achieve the targetted 50 percent renewable energy by 2030. 

“All the Carseldine Village terrace homes and the Oxley Songbird detached residential dwellings homes will come with solar PV, battery storage systems, heat pump hot water systems, WiFi air conditioning and will be electric vehicle charger ready,” Deputy Premier and Minister for State Development Steven Miles said. “This could save owners up to $1,600 per year off their power bills.”

The same zero net energy emission system is also being adapted at Songbird Oxley, another government-led residential development in the western suburbs. 

A landmark deal between Natural Solar, Australia’s largest solar battery installer, and U.S. tech company, Tesla, was recently signed as well, which will deliver Tesla Powerwall packages to the Oxley homes, saving the residents $2,000 per year.



“Homeowners at Songbird Oxley can expect to save up to $2000 per year, delivering a return on investment in around 5 years. With solar, you typically generate more energy than you need, so by combining it with the Tesla Powerwall, it can be stored and used when needed,” Natural Solar CEO Chris Williams said.

Mr Miles said that they are hoping more builders and developers will aspire to develop zero-emission homes following these two innovations.

Carseldine Village: Stage 1 Completion Target Set for February 2021

Stage 1 of the Carseldine Village project, fast-tracked by the Queensland Government in mid-2020, could meet its targetted completion date in February 2021, allowing the first set of homeowners to move into the facility by the middle of the year.



Construction of the Carseldine Village Stage 1 includes the 53-terrace residential units, the aged care facility, and road upgrades to three nearby intersections to improve access and traffic flow. The project has brought on over 60 local jobs for the civil works and an additional 50 jobs for the construction of the terrace homes. 

The precinct has been dubbed as the “first residential development in Queensland to commit to delivering net zero energy emission homes with energy saving features.”

The terrace homes will incorporate solar power, heat pump hot water systems, smart-phone controlled home airconditioning system and a garage with an electric vehicle charger.

Whilst Stage 1 has been progressing, civil and electric work has begun in December for Stage 2. This next project will add 49 more terrace homes to the village and should be completed by the yearend.

In January 2020, the village opened the four-hectare sports and recreational facility, The Green.

Developed for community use, The Green’s facilities include three soccer fields, two tennis/netball courts, two volleyball courts, half-court basketball, all abilities playground, yoga lawn, fitness equipment, BBQ area, changing rooms with public toilets, shaded seating and 120 car parks. 



Carseldine Village is on the former QUT Carseldine campus, which has been closed since 2008. In 2012, the site became a Government Office Precinct but four years later, plans to redevelop the site into a mixed use space with dwellings was lodged with the Council.
